Initial situation

The region around Kupiansk in eastern Ukraine has been heavily affected by Russia’s full-scale invasion. Shelling and damaged infrastructure shape daily life in many communities. A large share of medical facilities have been destroyed or forced to close. For the region’s approximately 30,000 residents, only one hospital and one pharmacy remain operational. At the same time, public transport has completely collapsed.
In remote villages, many elderly people, chronically ill patients and persons with limited mobility remain without access to medical care. Without functioning transport options, they cannot reach health facilities.
